Factions are the political parties of Bithereum. Join one to vote on its ticket in city-tier MMP elections and run for office under its banner. You can be in more than one — defection is normal in real politics. The faction with the most ballots in a city election wins the seat, and that faction's top personal candidate becomes the leader.
